Hello Team:

I am embarking on the following Special Study:

1. Problem Statement. How might the findings and conclusions of the American Productivity & Quality Center (APQC) Final Report, “Effective Project Management Offices”, be integrated into the Project Management and Integration Directorate (PMID) operations, processes and procedures to measurably improve the U.S. Army Armament Research, Development and Engineering Center (ARDEC) project management best-practices and project results? Intent: Which of these findings, if any, should PMID act on to realize immediate or near-term benefit – what can we do now to improve how we operate?

2. Background Summary

a. The PMID is the chartered by ARDEC to perform as the organizational Project Management Office. Typically, a PMO facilitates project management processes, and performs support functions including roles such as resourcing, consulting (for example, oversight, coaching, PM best-practices), knowledge-sharing (for example, project artifacts, training), standards (for example, procedures, tools, techniques), and interface with internal leadership and external organizations, customers and sponsors.

b. The APQC is a member-based nonprofit and one of the world’s leading proponents of business benchmarking, best practices, and knowledge management research. During 2012, the APQC was tasked by ARDEC and other partner members to perform a study to identify best practices of high performing Project Management Offices (PMO) including (1) Assessing the need for establishing or expanding the PMO; (2) Defining the PMO; and (3) Operationalizing the PMO using a Plan-Collect-Analyze-Adapt/Report methodology. The effort was completed Dec 2012; a final, best practices research report, “Effective Project Management Offices” was released 13 Feb 2013.

c. The report uncovered the best practices and trends among a select group of leading organizations with outstanding PMOs. It provides insights into how these organizations manage projects for maximum value and offer solutions to the challenges other organizations face. Thirteen best practices emerged in four main areas: strategy, practices, technology and automation, and measures and reporting.

The members of PMID have been identified as the primary stakeholders to help determine what we might want to act on now to reap potential, immediate benefits for PMID and our role as the ARDEC PMO.
