Please consider the number of times that you have been plugging-in the PHEV Prius at home and work and approximate them as a percent during the past two weeks. For example, if you plugged-in 3 times at home, and 1 time at work, you would report: My home (%) = 75, and My work (%) = 25. Please do your best to approximate these percents. The total should add up to 100.

Electric utilities are currently offering “time of use” rates for electric vehicle recharging. The rates are approximately $0.11/kWh between 12 AM and 7 AM (overnight) and $0.16/kWh between 7 AM and 12 AM (the day). However, between the months of May and October (summer time) there is a higher rate between 2 PM and 9 PM of about $0.35/kWh. The following graphics visually illustrate this rate structure for both the summer and winter. They will help you answer the questions that follow.

For reference, $0.25/kWh would work out to about the same cost per mile as gasoline at $3.00 per gallon. So at this gasoline price, plugging-in during the summer peak would be more expensive per mile than buying gasoline. At $4.00 per gallon, the equivalent electricity rate would be about $0.33/kWh (or about the same as the summer afternoon/evening peak rate). Please assume that these peak rates are hypothetical.

If you owned the PHEV Prius and had this “time of use” rate, to what degree do you think that you would avoid the Peak rates during the summer by plugging-in during the partial or off-peak time (e.g., after 9pm)? (Please select one response based on the prices that you see above.)

In plugging-in the PHEV, I would rarely time it to avoid peak rates.

In plugging-in the PHEV, I might sometimes time it to avoid peak rates.

In plugging-in the PHEV, I would often time it to avoid peak rates.

In plugging-in the PHEV, I would always time it to avoid peak rates.

What about the partial peak rate? To what degree do you think that you would avoid the Partial-Peak rates during the year by plugging-in during the off-peak time (e.g., after midnight) (Please select one response based on the prices that you see above.)

In plugging-in the PHEV, I would rarely time it to avoid partial-peak rates.

In plugging-in the PHEV, I might sometimes time it to avoid partial-peak rates.

In plugging-in the PHEV, I would often time it to avoid partial-peak rates.

In plugging-in the PHEV, I would always time it to avoid partial-peak rates.

To take advantage of lower "off-peak" electricity rates, PHEV owners may want to install a separate electricity meter for their vehicle charging. A regular separate meter would cost about $700. A "smart" meter that would optimize electricity costs by delaying charging until after midnight would cost more like $900. The smart meter would pay for itself in about two or three years. If you were a PHEV owner, would you pay an extra $200 for the "smart" charging meter versus a regular charging meter? (Please select one response.)

Definitely would not buy the smart meter

Probably would not buy the smart meter

Maybe would buy the smart meter

Probably would buy the smart meter

Definitely would buy the smart meter

Consider how these “time of use” rates outlined above compare with the regular rates that you currently pay, which for a typical household is between $0.15-0.25/kWh on average. A typical household uses between 500 to 1000 kWh per month without charging vehicles. Based on what you know of your typical electricity rate and the rates outlined above, do you think that you would opt for the “time of use” plan or do you think you might just stick with the flat rate that you have? (Please select one response.)

I would definitely stick with the flat rate.

I would probably stick with the flat rate.

I might consider switching to the “time of use” rate.

I would probably switch to the “time of use” rate.

I would definitely switch to the “time of use” rate.

Now that you have driven the PHEV for four weeks, we would like to assess how you feel that it compares with the gasoline-electric hybrid Prius that you were driving earlier in the study. Please consider the traditional hybrid Prius that you drove earlier to be the comparative benchmark. For the following question, we would like you to consider a variety of potential price differentials between the traditional gasoline-electric hybrid and the PHEV Prius that you have been driving.

At each price differential, we would like you to indicate the degree to which you think you would opt for the PHEV over the gasoline-electric hybrid. The price differential is only the difference in purchase price between the two vehicles; it does not account for gasoline savings or utility expenses that you would incur as a result of using a PHEV.

A positive price difference means the PHEV is more expensive than the gasoline-electric hybrid; a negative price difference means the PHEV is cheaper than the gasoline-electric hybrid. Assume that these are the only two vehicles from which you can choose. Please choose only one response for each row.

Suppose the government offered a $5000 tax credit to purchase a particular vehicle that you were interested in. However, because of the timing of your purchase, you would have to wait a whole year before you receive the $5000 credit on your tax return. The dealer is willing to offer you a cash incentive that you can have today, but it is slightly smaller. In exchange for taking the dealer’s incentive today, you would have to forego the tax credit next year. Please consider the following questions:
