City leaders should work with property owners to do everything they can to beautify empty space, even if just temporarily. As one forum participant put it, “Turn vacant lots and buildings into art galleries or green space.”

Economic development agencies should take up promotion of the arts as part of their missions. A city center teeming with arts and culture will help attract new businesses and visitors. Already, almost 1,000 people are employed in the arts downtown, generating more revenue for the region than all of Syracuse University’s sports teams combined, according to the Greater Syracuse Chamber of Commerce.

Create incentives for artists to live and work downtown, along the lines of what is being done on the Near West Side. Downtown is already being priced beyond the means of most creative types, but their presence greatly enriches the city center. Incentives should help bridge the gap.
