Folders are an easy way to categorize your surveys. If you have a large number of surveys, it it advisable to categorize them, either by functional or client areas.

To create folders goto:

Yes - If you have multiple clients(or users who need access to reports for specific surveys) - you can give those users Dashboard Permission for those surveys in a folder.
