2024-2025 Affordable Housing and Community Needs Survey

Each year, Cumberland County receives funds from the U.S. Department of Housing and Urban Development (HUD) to implement housing and community development programs through the Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME). Projects include creating and rehabilitating affordable rental and homeowner housing, helping those experiencing or at risk of homelessness, providing public services to persons with low-to-moderate incomes, building public facilities and infrastructure, and economic development.

Cumberland County is projected to get approximately $1,350,254 in federal funding next year. To access these funds, the County must submit an Annual Action Plan, which describes the specific projects that will be undertaken in the 2024 Program Year (July 1, 2024 – June 30, 2025), and which aligns with the County’s 5-year Consolidated Plan from PY 2020-2025. Your input will help the County determine how to best use these funds and prepare for our 2024 Annual Action Plan. 
The five (5) priorities below were identified as goals in the County’s 2021-2025 Consolidated Plan process. Please rank the priorities from 1 to 5, where in your opinion, 1 is the highest community priority and 5 is the lowest community priority.
Affordable Housing--Improve, preserve, and expand the inventory of affordable housing for low- and moderate- income persons and families living in Cumberland County
Homelessness--Improve the living conditions and support services and increase the availability of housing for homeless persons and families in Cumberland County and eliminate unfair housing practices that may lead to homelessness.
Special Needs--Improve, preserve, and expand opportunities and services for persons with special needs and the disabled in Cumberland County.
Community Development--Improve, preserve, and create new public and community facilities, infrastructure, and public services to ensure the quality of life for all residents of Cumberland County
Economic Development--Increase and promote job creation, job retention, self-sufficiency, education, job training, technical assistance, and economic empowerment of low- and moderate-income residents of Cumberland County
