This project seeks to establish an effective measure of Air Carrier Access Act (ACAA) compliance and enforcement, using Department of Transportation data and survey results, to determine how effective the ACAA has been in protecting the rights of disabled air travelers since its enactment in 1986. The core component of this study is an examination of disabled traveler attitudes toward flying and an assessment of those attitudes in context with available data.
