Without one, customers get too many messages, the wrong messages, or silence at the moments that matter.

A good plan protects the relationship and the revenue behind it. Customers who feel heard stay longer, and customers who feel spammed leave quietly.

In this guide, we’ll define the term, walk through five building blocks, cover contact frequency and US compliance, and share examples and metrics you can use right away.

What is a contact strategy?

A contact strategy is a documented plan that sets the rules for how a business communicates with its customers and prospects. It covers who gets contacted, through which channel, how often, with which message, and what result the business expects.

A contact is any person you can reach through a channel such as email, phone, SMS, mail, or social media, and who has agreed to hear from you. A contact can be a customer, a lead, or a past buyer.

Think of the strategy as the rulebook behind your campaigns. A campaign decides what you say this week. The contact strategy decides who is eligible to hear it and who should stay out of it.

A complete plan answers five questions:

Who is eligible, and who is suppressed.

Where the message travels, by channel.

How often each person hears from you.

What the message is meant to achieve.

How you will know it worked.

How is a contact strategy different from similar terms?

Several terms sound alike but describe different things. The table separates them.

  <table

Why does a contact strategy matter?

A contact strategy matters because it protects retention, controls message fatigue, and makes each message more relevant. It is also a core part of any customer experience program, because every message shapes how customers feel about you.

Retention is the biggest payoff. Harvard Business Review reports that winning a new customer can cost five to 25 times more than keeping an existing one. The same article cites Bain research showing that a 5% rise in retention can lift profits by 25% to 95%.

Fatigue is the biggest risk. A survey of 6,000 consumers found that 68% name too many messages as their main reason to unsubscribe.

A clear plan also brings four smaller gains:

Messages match what each segment needs.

Sales, support, and marketing follow the same rules.

Compliance risk drops because opt-outs are honored everywhere.

Every contact creates data you can learn from.

Step-by-step guide to building a contact strategy

You can build a contact strategy in five steps: know your customers, set objectives, map the journey, write contact rules, and define measurement. Each step feeds the next, so work in order.

Step 1: Know your customers

Start by grouping contacts so each group gets messages that fit. A customer segmentation model gives you the groups.

Segment: Demographics, behavior, or value to the business.

Lifestage: New, active, lapsing, or lapsed.

Persona: A profile built around needs and motivations.

RFM score: Recency, frequency, and monetary value of past purchases, which ranks customers by how recently, how often, and how much they buy.

Step 2: Set clear objectives

Objectives tell you what each contact must achieve. Tie every rule to one of three layers.

Objective layer

Example goal

Example contact rule

Business

Grow repeat revenue

Contact lapsing buyers once before renewal

Marketing

Lift second-purchase rate

Send a usage tip 14 days after the first order

Communication

Cut unsubscribes

Cap promotional email at a fixed weekly limit

Not every goal belongs here. Brand awareness usually depends on broadcast and paid media, not one-to-one contact.

Step 3: Map the customer journey

A journey map shows each touchpoint from first purchase to renewal or exit. Real journeys are rarely linear, so map the moments that matter most: onboarding, first use, a service issue, and renewal.

Use a customer journey map to spot where a message helps and where it only adds noise. Contact customers where you add value. Stay quiet where you do not.

Step 4: Write your contact rules

Contact rules turn the plan into decisions a team can follow. Cover these five areas:

Segments: Who qualifies for each message and who does not.

Offers: Which offers a segment can receive, and in what priority.

Location: Time zones, regional laws, and local preferences.

Channels: Which channel carries which type of message.

Frequency: How many contacts per week or month, by channel.

Add a suppression list to the rules. A suppression list names contacts you must not message, such as people who opted out, recent complainers, or customers who already own the product.

Step 5: Define how you will measure results

Choose your metrics before the first message goes out. Pick one outcome metric per objective, such as retention rate, and one health metric, such as opt-out rate. The measurement section below shows the formulas.

How often should you contact customers?

No single number fits every business. Set frequency by channel, engagement, and relevance, then test it. The MarketingProfs report on the Mailchimp and Ascend2 survey found that 26% of consumers say one to two marketing messages a week is already too many, and 43% say three to four is too many.

Use this method to find your own limit:

Set a starting cap per channel, such as two promotional and two non-promotional contacts a week. Treat it as a test, not a rule.

Split promotional messages from transactional ones, such as receipts and shipping updates. Transactional messages should not count against the cap.

Raise the cap for highly engaged customers and lower it for quiet ones.

Keep a small holdout group, which is a set of customers who receive the old rule while others get the new one. Compare opt-outs and sales between the two.

Contact value also changes over time. A measure called revenue velocity: total spend divided by months on file. A customer who spent $100 over two months scores 50, while $100 over 20 months scores 5. The first customer is a stronger candidate for frequent contact.

Which channels should a contact strategy use?

Choose the channel that fits the message and the customer’s stated preference, not the one that is cheapest to send. Ask customers how they want to hear from you, and record the answer.

        <th style="background:#1a2b5e;color:#fff;padding:10px 14px;border:1px solid

What US rules apply to customer contact?

Two federal rules shape most US contact programs. The CAN-SPAM Act covers commercial email, and the Telephone Consumer Protection Act (TCPA) covers marketing calls and texts. This is general information, not legal advice, so check your plan with counsel.

CAN-SPAM: You must honor an opt-out request within 10 business days. Each violating email can bring penalties of up to $53,088, and the law has no exception for business-to-business email.

TCPA: Under the FCC’s updated rules, consumers can revoke consent for calls and texts in any reasonable manner. Senders must honor the request as soon as practicable and within 10 business days.

State privacy laws: Laws such as California’s CCPA add rights to access, delete, and opt out of data sales.

Build one shared opt-out record so a “stop” on one channel reaches every system.

Contact strategy examples

These three examples show how contact rules work in practice. The first and third are illustrative scenarios, and the second comes from published marketing practice.

Example 1: Welcome sequence for new customers

A subscription retailer sets three rules for first-time buyers:

Send an order confirmation right away.

Send a how-to-use message three days after delivery.

Send a short satisfaction survey at day 14, then pause promotions until the survey closes.

New customers hear from the brand at useful moments, and the survey gives the team early warning signs.

Example 2: Cross-sell rules for an insurer

Chief Marketer describes an insurer that found customers who bought several policies quickly often canceled all of them. Combined monthly premiums were the likely cause. So the insurer began regulating promotions by policy tenure, payment history, and credit card balance-to-limit ratio.

More contact is not always better. Rules should protect the customer relationship, not only maximize offers.

Example 3: Recovery contact after a low score

A software company sends a one-question survey after each support case. This pattern follows closed-loop feedback: hear the problem, fix it, and tell the customer what changed. A low score sets off three actions:

A personal call within one business day.

A pause on marketing emails until the case closes.

A follow-up note that explains the fix.

How do you measure a contact strategy?

Measure a contact strategy with outcome metrics, such as retention, and health metrics, such as opt-outs. Read them together, because a rise in clicks means little if unsubscribes rise too.

  <table

NPS (Net Promoter Score) measures how likely customers are to recommend you. CSAT (customer satisfaction score) measures satisfaction with a specific interaction.

Judge each rule with a clear test. If the opt-out rate rises after you add a contact and the holdout group performs as well, remove that contact.

How do you choose the right contact approach?

Choose your approach by purchase cycle and regulation, not by habit. Three common situations call for different rules.

Frequent, low-value purchases (retail, food, subscriptions).
Use tight frequency caps and behavior triggers, such as a cart reminder or a reorder prompt. Test caps often, because fatigue builds fast.

Rare, high-value purchases (insurance, auto, B2B services).
Use fewer, more personal contacts. Suppress offers for products the customer already owns, and time outreach to renewal dates.

Regulated industries (finance, healthcare).
Put consent records and approval steps first. Slower, documented contact beats fast contact you cannot defend.

What are the most common contact strategy mistakes?

The most common mistake is treating every customer the same. Most other failures trace back to missing rules or missing data.

Sending the same message to every segment.

Counting only clicks and ignoring opt-outs.

Keeping separate opt-out lists in each tool.

Promoting a product to customers who already own it.

Contacting customers during an open service complaint.

Never reviewing the rules after launch.

How can QuestionPro support a contact strategy?

A contact strategy runs on signals from customers, and a feedback platform is where many of those signals come from. QuestionPro Customer Experience collects feedback from surveys and other sources. Teams can then act on it in three ways:

Route low scores to an owner through closed-loop workflows.

Capture the score, the reason, and the comment in one step with the AskWhy question.

Send results to other business systems, such as a CRM, through integrations.

Teams that map touchpoints can use journey management software to see where contact helps. Teams that need to capture channel preferences or run post-contact check-ins can build them with survey software. Those answers then feed your segments and suppression rules.

Why relevance is the real goal of a contact strategy

Every rule in a contact strategy answers one question: is this message useful to this person right now? When the answer is yes, customers read, respond, and stay. When the answer is no, even a perfect campaign trains customers to ignore you.

Start small. Write five rules, track opt-outs next to sales, and adjust each quarter. A contact strategy that listens to customers will keep earning the right to contact them.

Create memorable experiences based on real-time data, insights and advanced analysis.
    Request Demo

       close

Frequently Asked Questions (FAQs)

Do I need consent to email existing customers in the US?
CAN-SPAM does not require prior opt-in for commercial email, but it requires a clear opt-out and honoring it promptly.
