When is the member welcome email sent? Example: A member unsubscribes from email notifications. When they resubscribe to emails, they receive the verification email. Do they then also receive the member welcome email again?

Yes. When a member resubscribes to email, they will again receive a verification email. Once the email is verified, a welcome email will be triggered again.
