Eight scenarios (A to H) that describe owner’s involvement in the selection of subcontractors have been provided below.
  1. Nominated subcontracting: Owner mandates specific subcontractors for some or all scope of work items.
  2. Sharing subcontractor list before award: Before the award of the contract, the prime contractor is required (or expected) to share list of subcontractors with the owner. (e.g. In the bid form)
  3. Sharing subcontractor list after award: The prime contractor is required (or expected) to share the list of subcontractors with the owner after being awarded the contract.
  4. Suggested subcontractors: Owner provides the prime contractors with a shortlist of subcontractors that are to be used.
  5. Suggested non-mandatory subcontractors: Owner provides list of suggested subcontractors to potential bidders/proposers, but it is not mandatory that the prime contractor select from this list.
  6. Listing pre-approved contractors in bid form: Prime contractors needs to pre-approve subcontractors by owner before they can list them in the bid form or proposal.
  7. Joint selection: Subcontractors are mutually selected by owner and prime contractor after the award of the prime contract.
  8. Subcontractors must meet owner requirements:  Subcontractors must meet strict set of requirements listed in the contractual documents. These requirements may force the prime contractor to select subcontractors that it would not otherwise consider its first choice.
