Dear Sir or Madam
Kindly allow me to introduce myself, Luke K. Govender from the South African Department of Trade and Industry (the dti) within a division called Trade and Investment South Africa (TISA) and currently studying towards an MSc. Programme in “Investment Promotion and Economic Development” through the Edinburgh Napier University in Scotland in cooperation with DIAS Management in Switzerland.
This voluntary questionnaire is part of a study being conducted on the investigation of the preconditions for a successful Public Private Partnership (PPP) as an alternative mechanism for attracting foreign direct investment (FDI) and the development of a best practice investment strategy framework for implementing PPP in Africa. The purpose of this study is to find the best practices and perceptions about the PPP model as a mechanism for enticing investment; the potential impact of the investment on long-term economic growth and regional integration through infrastructure development; and the development of a best practice investment strategy framework for implementing these PPP projects in Africa. The questions are designed to assist the determination of the level of acceptance of PPP as an FDI instrument for infrastructure development in Africa; your views on the relationship between infrastructure, investment and economic growth and what you consider as a best practice investment strategy framework for the implementation of PPP projects in Africa.
Your input will be extremely valuable in assisting policy-makers, PPP practitioners and Investment Promotion Agencies (IPAs) in utilising and transforming a PPP project to an attractive investment opportunity in the eyes of a potential private sector partner. We trust that the information gathered from this survey will assist in conceptualising the concept of the PPP model as an economic development tool for attracting FDI into emerging economies of Africa. This study is being conducted by Luke Govender (contact details below) under direction from Dr. Kenny Crossan, P.E. Professor at the University of Edinburgh Napier, Scotland (contact details below). An electronic copy of the survey results will be available upon request.
The questionnaire poses questions and issues on the relevance of PPP to investment, economic growth and implementation of projects procured through PPP. Kindly answer the questions based on your relevant expertise and experience. Your completion of this survey is absolutely voluntary. You are free to not answer any question or to stop participating at any time. As this is an electronic survey, we do not track or record the IP address from which you are responding. There are no risks or individual benefits associated with taking this survey. However, if requested, all respondents are eligible to receive a copy of the research findings as noted above. The responses collected will be kept confidential by the researcher to the maximum extent allowable by law.
