Dear sport hunters and shooter friends,
The following survey is intended to gather information in two areas that affect you directly: (a) the use of lead ammunition; and (b) the application of an excise tax on sporting firearms, ammunition and sport hunting and fishing equipment as a proposal to fund wildlife conservation projects.

Although these two issues generate a passionate debate in all forums where it has been exposed, there is little or null information regarding the opinion from the final users.

Thus, we present this academic initiative to gather information about the issues in different countries of latin america.

We thank you for your anonimous but representative information. Please respond to all questions that will be presented to you.

Sincerely,

J.Thomas Saldias

EXCISE TAX

ROBERTSON PITTMAN ACT
Wildlife Restoration Act

Signed by President Franklin D. Roosevelt on September 2, 1937, the Act of Restoration of Wildlife or Pittman-Robertson Act, created a special tax of 11% on sporting arms and ammunition. Revenues are deposited into a special trust fund under the administration of U.S. Fish and Wildlife Service. In the 1970 excise tax was extended to archery equipment and handguns.

Half of the revenue collected on handguns and archery equipment may be used by state wildlife agencies to fund hunter education courses and the establishment of shooting ranges.

The approximately $ 200 million annually generated by the Pittman-Robertson Act are invested in conservation, habitat improvement and restoration of wildlife populations, among other conservation projects. To date, this tax has generated more than $ 4.2 billion
(USFWS).

USE OF LEAD AMMUNITION

USE OF LEAD AMMUNITION

With few exceptions, the ammunition for sporting purposes in Latin America contains a high concentration of lead, a material that is considered a toxic pollutant.

In some countries where sport hunting regulations exist, especially the U.S., Europe and some Latin American countries the use of lead shot was banned for waterfowl hunting (ducks, geese, etc.). However, there is a school of thought that suggests extending this ban to other hunting activities.

The following questions are aimed at understand your views.

Do you agree that the prohibition to use lead ammunition in sport hunting activities is appropriate?

Yes

No

Do you consider that this prohibition should be extended to:
(Please select all options that reflect your opinion)

Only to hunt watefowl species (ducks, geese, etc.)

To all uses of ammunition that would use lead (sport hunting and shooting sports)

Lead is a toxic contaminant and should be banned

Other

Why would you consider that the prohibition of using lead ammunition is inapropriate?
(Please select all options that reflect your opinion)

There are no scientific studies in my country that demonstrate that wildlife has been poisoned by lead ammunition

Alternative ammunition (steel, bismute, polymers, etc.) are not available in our country

Alternative ammunition (steel, bismute, polymers, etc.) is too expensive

Alternative ammunition (steel, bismute, polymers, etc.) it is not as effective as lead ammunition

Most of my firearms are not made to shoot steel ammunition

The prohibition should be restricted to waterfowl (ducks, geese, etc.)

There are other activities that use lead and are more contaminant than sport shooting or hunting.
