Governance is the process by which authority is conferred, by which rules are made, and by which those rules are enforced and modified.
 
Governance is the organisational framework that defines expectations, grants power and verifies performance through which accountability and transparency in an organisation’s relationship with its stakeholders is assured.

Planning is a scheme, program, or method worked out beforehand for the accomplishment of an objective.
 
Planning is the process of linking strategic goals and key objectives to tactical objectives. It provides details of deliverables and explains how the strategic plan will be put into operation during a given operational period. It is the justification of an annual operating budget request.
 
Planning means to decide the objectives clearly and to prepare a plan. Thereafter to take suitable steps for the execution of the plan.
 
Planning is the process that involves the formulation of detailed plans to meet strategic priorities and organisational needs within available resources.
 
 
 
The definition closest to my understanding of strategy is:
 
Strategy is the university’s high-level statement of the means by which it will achieve its long-term or overall aim.
 
Strategy is where the university’s internal environment meets its external environment.

You are invited to participate in our survey assessing regional university planning frameworks. It will take approximately 10 to 15 minutes to complete the questionnaire.

The Office of Sustainable Business Management & Improvement at the University of Southern Queensland is undertaking a review of its planning framework and as such, is conducting a survey for both internal and external participants.

The questions investigate the perceptions of stakeholders of their university planning process(es) and their respective roles therein. The study seeks to make an evidence-based collaborative contribution towards continuous improvement efforts related to planning at USQ, and potentially other Australian regional universities. The outcomes of study will contribute towards the development and reporting of a conceptual 'best practice' regional higher education planning framework.

The survey data analysis will inform a consensus construction of knowledge informing the review and improvement of a higher education planning framework.

1. Procedures

Participation in this project will involve

• An online survey consisting of 18 questions.
• Both the internal and external survey data will undergo analysis using descriptive data analysis and multivariate data analysis techniques.
• The Analysis of Survey Results from USQ Planning Specialists will be provided to internal participants
• The Analysis of Survey Results from Regional University Network (RUN) Planning Specialists will be provided to external participants
• The purpose of the study is to consider survey results and further improvement to planning as to an evaluation of performance.

2. Voluntary Participation

Participation is entirely voluntary. If you do not wish to take part you are not obliged to. If you decide to take part and later change your mind, you are free to withdraw at any stage during the survey.
Your decision whether to take part or not to take part, or to take part and then withdraw, will not affect your relationship with the University of Southern Queensland and the Regional Universities Network member universities:
