Due to the unfortunate circumstances of the World Trade Center terrorist attacks and the wildly scandalous big business mishaps (Enron), Americans were facing some new regulations that would infringe upon their civil rights. The Securities and Exchange Commission (SEC) and the National Association of Securities Dealers (NASD) both drafted documents that require financial institutions of any kind to log and monitor electronic correspondence in regards to e-mail and instant messaging. The USA Patriot Act of 2001, created by the U.S. government, provides a legal way of obtaining information that may affect national security in a more suitable and timely manner.
