Understanding Performance Differences Among Welfare-to-Work Organizations

Project Abstract

This research project identifies six work-first strategies used by nonprofit and for-profit welfare-to-work service providers in New York City. These strategies include quick-placement; case management; short-term training; participant empowerment (i.e., teaching clients job search skills); staff goal alignment through financial incentives; and employment-retention counseling. Individual-level data were analyzed for 11,839 welfare recipients served by these providers and site-level data related to service strategies were analyzed for 19 sites.
