What is the difference between these settings: “Idea status change” and “Idea Activity Email”?

Both settings are related to email notifications for idea updates, but the intent is slightly different:

Idea status change: This notifies the member when the status of their submitted idea changes, for example, from New to In Review, In Progress, Completed, etc.

Idea Board > Description

When I"m logged in as a community member and open the Idden module, I see a question mark with a description. Where can I enter the translations for the description if I"m running a multilingual community?
