Do deleted members count in the members count that the system uses for calculating the Member Limit?

Notification "Member Limit Reached" > Do deleted members count in the members count that the system uses for this message? And what about members who have not only the status "deleted", but who were then selected in the members list via checkbox and then the trash can was selected?

If a member has the status ‘Deleted,’ then it will be included in the member limit search criteria. However, if a member is permanently deleted using the trash bin, then it will not be included in the member search criteria, as the member no longer exists in the system.

Team, I downloaded memebers list (Excel file), and I want to delete those who are not active anymore. In the table, there is a column: last activity time - what does it mean? What did the member do in this timeslot?
