Yes, I do consider animal cruelty to be an issue in Pakistan and I do think the issue needs more attention

Increased funding in the animal welfare system - funding

Educating the public about the seriousness of animal cruelty - education

Harsher penalties eg. fines and jail terms- deterrence

Locking up the offenders for prolonged periods - incarceration

Mandatory counselling - rehabilitation

Reinforcing what the offenders have done by inflicting what they had done to the animal on themselves on a lesser level - retribution (extreme)
