THE PEP Partnership:

1. The Transport, Health and Environment Pan-European Programme (THE PEP) has recently announced the launch of a new Partnership on green and healthy-friendly investments and jobs in transport. The purpose of this Partnership is to bring together interested Member States, experts and policy-makers from the transport, environment and health sectors and develop a set of actions and joint projects aiming at:

a) Stimulating a debate and a shared understanding on what a green and healthy job in transport is by bringing environmental and health considerations into the existing discussion on “green jobs” creation.

b) Documenting the breadth of existing experiences in Europe and other parts of the world with new policies and approaches for creating green and healthy jobs in transport.

c) Analyzing the potential of greening “old jobs” and creating “new green jobs” in transport and mobility and assessing the qualitative and quantitative impact of such approaches have on the environment, health, transport and the economy.

d) Sharing good practice and disseminating the experiences, policies and approaches

e) Developing strategies and actions for stakeholders to implement Goal 1 of the Amsterdam Declaration in order to promote green jobs in transport.

Definition of “green and health-promoting transport jobs”:

2. In the context of THE PEP, green and health-promoting jobs in transport are defined as those that form part of a wider solution to climate change, helping to facilitate the necessary reduction in emissions (hence “green”); as well as those that promote healthier modes of transport which can contribute directly to reductions in health risks (hence “health-promoting”). Ultimately, the creation of such jobs aims to improve social well-being and equity through the promotion of a green economy that is environmentally sustainable, beneficial to population health and provides equal access to all.

Purpose and scope of questionnaire

3. The purpose of this questionnaire is to expand the collection of case studies on green and health-promoting jobs in transport with potentially quantifiable economic impact, including job creation. The intention is to collect as many brief case study descriptions as possible on existing projects involving the transport sector which has the potential to create green and health-promoting jobs as defined by the above criteria. From this list, a smaller subset of case studies with broader quantitative terms regarding economic, health and environmental impacts will be chosen for further analysis.

4. The aim is to extrapolate the findings to the European Region, and this will feed into an eventual report on the economic potential of green and health-promoting jobs in transport sector — a planned deliverable under THE PEP Partnership that will be presented at the Fourth High-level Meeting on Transport, Health and Environment in April 2014.
