Established in 2002, the Global Fund to Fight AIDS, Tuberculosis, and Malaria has provided essential assistance to countries, using innovative approaches to reach those most in need. The GF operates strictly as a funding mechanism and has helped bring about a strong link between funding and results. The original funding model allocated money via a series of rounds, supporting proposals with clear and measurable results. Priority was given to areas with the greatest burden of disease or strengthening programs in areas with growing epidemics. In 2011, the GF suffered a crisis. This led to the cancellation of the Round 11 call for funding, a change in senior staff, and subsequently a review of the overarching strategy.

The Global Fund is currently distributing money according to an allocation formula based on disease burden and ability to pay and an upfront division of total projected resources across the three diseases based on the historical distribution of resources. This is an interim method to be used for the transitional phase of the New Funding Model (NFM).

The Global Fund Board is seeking to replace the allocation model based on historical distribution, and has requested the Secretariat to develop “a measure that can be used to estimate disease burden and financial demand across the three diseases” to be included in the full roll-out of the NFM in 2014.Our team at HEARD, which is one of a number, tasked with advising the Global Fund in revising the allocation methodology through which resource distribution can be carried out across the three disease areas, while maintaining the principles of maximizing impact/efficiency and equity.
