NCAA Proposal No. 2-1: Membership Process
Amends the requirements an institution must satisfy in order to become an active member of Division II.

Terminology.
For consistency purposes, eliminates the candidacy language so each year of process is considered provisional.

Year One: Must comply with sports sponsorship, full-time enrollment and good academic standing requirements.

Year Two: Must comply with all NCAA legislation.

Year Three: Must comply with all NCAA legislation.

Effective Date: September 1, 2014, for any institution making application to enter the membership process February 1, 2015, and thereafter.

Proposal No. 2-12: Initial Eligibility
Qualifier:
Above z=-1.25 sliding scale and 2.2 minimum GPA

Partial Qualifier:
Above z=-1.5 sliding scale and 2.0 minimum GPA

August 1, 2018, for student‐athletes initially enrolling in a collegiate institution on or after August 1, 2018.

Effective date provides opportunity for education of prospective student-athletes.

Proposal No. 2-13: Progress-Toward-Degree Proposal No. 1
Good academic standing.

Nine-semester/eight-quarter hours per full-time term.

18-semester/27-quarter hours during the regular academic year (alternative to limiting summer hours).

2.000 GPA.

9-semester/8-quarter hours is consistent with term-by-term credit-earning behavior of academically successful student-athletes.

2.000 GPA requirement reflects membership feedback gathered at the 2013 Convention and in membership feedback surveys.

18-semester/24-quarter hours in the academic year provides incentive for student-athlete to maintain academic success during the regular academic year.

Proposal No. 2-14: Progress-Toward-Degree Proposal No. 2
Years One and Two.
27-semester/40-quarter hours per year (including summer).
Ability to average credits to reach cumulative total of 54.

Year Three and Beyond.
24-semester/36-quarter hours per year (including summer)
No averaging permitted.
27-semester/40-quarter hours each year (and 54/80 in the first two years) is consistent with credit-earning behavior of academically successful student-athletes.

Maintaining averaging prior to the designation of degree provides flexibility in the first two years.

Eliminating the averaging method following the required designation of the degree ensures progress toward a degree each academic year.

24-semester/36-quarter hours each year following the designation of degree provides flexibility when not as many degree-specific courses are available.

Proposals No. 1 and 2 will be voted on by the membership.

If Proposal No. 2 is adopted, Proposal No. 3 is rendered moot.

If Proposal No. 2 is defeated, the membership will have the opportunity to vote on Proposal No. 3.

August 1, 2016, for certifications of progress toward degree for fall 2016 and thereafter.

Rationale
Effective date provides opportunity for education without requiring institutions to apply separate standards based on a student-athlete’s date of initial enrollment.

Proposal No. 2-16: Two-Year College Transfer Requirements

Effective Date: August 1, 2016, for student-athletes initially enrolling in a Division II institution on or after August 1, 2016.

Practice and financial aid available for nonqualifier who meets all the two-year transfer requirements EXCEPT the 2.20 GPA but has a minimum 2.00 GPA.

Exception to physical education activity requirements if enrolling at four‐year institution in physical education degree or degree in education with activity course requirement.

Proposal No. 2-17: Academic Awards – Criteria for Exemption – Ease of Burden Package
Permits an institution to exempt an academic award, provided the recipient satisfies established institutional criteria for receipt of the academic award and meets all NCAA, conference and institutional progress-toward-degree requirements.

Effective Date: August 1, 2014, for any academic award issued and/or renewed August 1, 2014, and thereafter.

Proposal No. 2-18: Expenses to Receive Noninstitutional Awards – Ease of Burden Package
Specifies that a conference, an institution, the U.S. Olympic Committee, a national governing body (or the international equivalent) or the awarding agency may provide actual and necessary expenses for a student-athlete to receive a noninstitutional award.

Specifies that actual and necessary expenses may be provided for up to two of the student-athlete’s relatives to attend the recognition event or awards presentation.

Effective Date: August 1, 2014.

Proposal No. 2-19: Expenses for Collegiate All-Star Contests
Permits an institution to provide actual and necessary expenses for a student-athlete to participate in one collegiate all-star contest after exhausting eligibility in the sport.

Effective Date: August 1, 2014.

Proposal No. 2-20: Football Summer Workouts – Membership Sponsored

In football, specifies that beginning June 1 through the conclusion of an institution’s summer vacation period, strength and conditioning personnel may design and conduct workout programs for student-athletes, as specified.

Sponsors: Great Lakes Intercollegiate Athletic Conference and Mid-America Intercollegiate Athletic Association.

Effective Date: June 1, 2014.
