Volunteer Experience Surveys in Australia: How Charities Can Retain and Support a Growing Workforce

Volunteers remain core infrastructure for Australian charities. The ACNC Australian Charities Report, 12th edition, reported a charity-reported volunteer count of about 3.9 million for the 2024 reporting period, up 4.6% from the prior year. It also found that nearly 53% of charities operated with no paid staff.

That makes volunteer experience a workforce issue, not just an engagement metric. Recruitment matters, but charities also need to know whether volunteers feel prepared, supported, safe and able to contribute sustainably.

A well-designed volunteer experience survey gives leaders an early warning before dissatisfaction becomes dropout.

Measure the volunteer journey, not one satisfaction score

Different stages need different questions. A long annual volunteer survey often arrives too late to fix onboarding or role-fit problems.

Use short pulses at natural moments

Trigger a brief onboarding pulse after the first few shifts, a mid-year experience pulse for active volunteers and a short exit survey when someone leaves. This creates a longitudinal picture without asking every volunteer to complete a large questionnaire.

  • Keep each pulse under five minutes.
  • Offer mobile-friendly access.
  • Use anonymous options for sensitive culture questions.
  • Ask one open-text question about what would make volunteering easier.
  • Close the loop by sharing changes made from feedback.

Track the drivers of volunteer retention

Volunteer retention is influenced by more than appreciation. Role clarity, scheduling flexibility, quality of supervision, meaningful contribution and psychological safety can all affect whether people continue.

Build a simple retention model by comparing these experience measures with whether volunteers remain active at three, six and twelve months.

Give local teams useful dashboards

Large charities often operate through branches, programmes or sites. Local coordinators need their own experience results, while the national office needs consistent measures across the organisation.

Turn feedback into workforce planning

Volunteer data should feed scheduling, training and recruitment decisions. If a programme has strong satisfaction but high exit because of inflexible shifts, the answer is not more recognition. If new volunteers report low confidence, onboarding needs attention.

Treat volunteer experience as an operational dataset and the survey becomes a workforce planning tool rather than an annual morale check.

Create a volunteer experience index

For organisations with many programmes, a small repeatable index can make results easier to compare. Use four or five items covering role clarity, support, belonging, manageable commitment and intention to continue. Keep the wording stable across programmes and track the index over time.

The index is not a replacement for open comments. It is a consistent signal that tells leaders where to look more closely and whether an intervention improved the experience.

Use exit feedback to improve recruitment

Exit surveys should distinguish between preventable and natural reasons for leaving. A volunteer who moves away or completes a fixed project is different from someone who leaves because shifts were inflexible or supervision was weak.

Feed preventable exit reasons back into role descriptions, onboarding and scheduling. That closes the loop between volunteer research and operational workforce planning.

Build an action threshold for volunteer feedback

Decide in advance what results require action. A fall in onboarding confidence might trigger a training review, while repeated comments about unsafe conditions should trigger an immediate operational response. Without thresholds and owners, volunteer dashboards can become descriptive rather than useful.

For large organisations, compare sites only when response coverage is adequate and the volunteer roles are reasonably similar. A metropolitan event programme and a remote emergency-service unit may need different benchmarks even if they share the same core experience index.

Share a short “you said, we changed” update after each pulse cycle. Volunteers are more likely to keep providing feedback when they can see that the organisation treats their time and input as operational evidence.
