Yes, you can have a custom size comment box, all you need to do is to add a comment box question in your survey but when you select the type of comment box please select Multiple Row Text.

Multiple row text is customizable, all you have to do is drag from the bottom right corner of the text box and adjust the height as per your requirement. Once you select the height you can add custom validation too for the text box.
