Is there a way we can create hyperlinks in the Rich Content Editor so that when members are taking a survey, the hyperlink opens on a new window, rather than taking them to this page and having to click 'back button' to get back to the survey?

​​​​​​​I have a big text which is an explanation of one of the options in my question, I want that text to be added but not as an option, I want it to be a hover text. How can I do that?
